President Mnangagwa has granted a three-month extension to the Commission of Inquiry investigating Harare City Council’s governance. The commission, chaired by retired High Court Judge Justice Maphios Cheda, was established in May with a six-month mandate to probe the council’s activities since 2017.

The inquiry focuses on financial management, audit compliance, and procurement laws, including the management of revenue-generating entities like Rufaro Marketing and City Parking. These entities have faced controversy over their operations.

City councils are representative governments where residents elect representatives to make decisions on their behalf. However, Harare City Council has faced allegations of mismanagement, corruption, and lack of transparency.

The commission’s investigation will examine financial management systems, audit compliance, and procurement laws. It will also scrutinize revenue-generating entities, ensuring transparency in fund allocation and utilization.

The commission has the power to summon witnesses, record proceedings, and gather evidence. Public hearings have generated significant interest, revealing startling information.

With the extension, the commission now has until early February to complete its work and submit its report by early May. This additional time allows for a thorough investigation and recommendations to address concerns raised by the Auditor-General.

The inquiry’s outcome is crucial in restoring transparency and accountability to Harare City Council. Residents await the findings, hoping for change.
