ZACC, ZICC Unite to Champion Integrity and Ethical Public Service

In a powerful demonstration of institutional unity and commitment to ethical governance, the Zimbabwe Anti-Corruption Commission (ZACC) and the Zimbabwe Independent Complaints Commission (ZICC) took a bold step forward this week by signing an Integrity Pledge aimed at strengthening transparency, accountability, and public trust.

Speaking at the landmark event, ZACC Commissioner Chido Madiwa applauded ZICC for embracing the values of integrity, describing the move as not only symbolic but foundational to the success of public service.

“Integrity is the foundation upon which all effective public service rests,” said Commissioner Madiwa.

“ZACC is taking the lead in championing the concept of institutionalising integrity in both the public and private sectors as a strategy to groom officials who can serve their country with honour.”

She emphasized that the pledge is more than just a formality—it represents a firm dedication to uprooting corruption and promoting ethical behavior at all levels of governance.

Commissioner Madiwa highlighted the constitutional mandate shared between ZACC and ZICC, which includes receiving and investigating complaints from the public.

She underlined that although the two bodies maintain distinct roles, their fight against corruption requires seamless collaboration.

“The nature of our work demands that while we tenaciously observe our institutional boundaries, we work collaboratively to eradicate corruption in Zimbabwe.

“The Integrity Pledge being signed today represents a powerful alignment with our mission and values,” she said.

She also applauded ZICC’s cooperation during investigations, saying it reflects the institution’s character and its commitment to upholding the public interest above personal gain.

“ZICC, in a loud voice, is saying corruption will not find a haven within its walls.

Ethical standards will be maintained at the highest level, and the public interest will always take precedence,” Commissioner Madiwa explained.

As part of strengthening this alliance, Commissioner Madiwa proposed the establishment of a dedicated Integrity Committee within ZICC—a permanent structure tasked with promoting and monitoring ethical behavior within the organization.

“We strongly encourage ZICC to consider coming up with an institutional integrity committee,” she urged.

“Such a mechanism will not only promote internal accountability but will also help us as ZACC to effectively deliver on our anti-corruption mandate,” said Commissioner Madiwa.

The Commissioner’s words resonated deeply with the audience as she concluded by highlighting the symbolic weight of the day.

“By signing this pledge, you are not just making a promise to your colleagues or your institution, but to every Zimbabwean whose right to justice and security depends on your professionalism. This occasion will be etched in history as a testament to ZACC and ZICC’s enduring collaboration,” she added.

Commissioner Madiwa ended her address with a stirring call to action:

“Let us remember always to resist, refuse, and report corruption. And let us hold firm to this profound truth: if there is no enemy within, the enemy outside cannot harm us.”

As the signatures were inked and the pledge adopted, the room was filled with renewed hope—a hope that with institutions like ZACC and ZICC united in purpose, Zimbabwe can move closer to a future where integrity is not just a value, but a lived reality.
